1to1 Card, a Chicago-based prepaid card program manager, announced that Paul Boemer has joined the company as chief strategy officer. Boemer, who has more than 30 years of experience in business development and sales in prepaid solutions, health care and government payment solutions, and electronic payments, will be responsible for guiding company strategy and product direction, sales, client relations and expansion into emerging markets. Formerly senior vice president and national sales director for FIS healthcare payment solutions, he also was senior vice president, health care and government solutions, at Metavante.
