Digital Goods Regs Take Effect in Italy, NFC Laws On the Way? (April 7, 2015)
New regulations went into effect in Italy last week that require mobile payments providers and merchants involved in the sale of digital goods to notify customers that their personal data are being collected and what that data are being used for. Issued by the Italian Data Protection Authority (DPA) in May 2014, the new rules apply to mobile operators, platform managers and retailers offering digital content, such as e-books, music and games. The regulations don’t cover in-store mobile payments, such as NFC, for the purchase of physical goods and services. The DPA said it plans to issue regulation on such payments in the future. In-store mobile payments are expected to get a boost in Italy with the arrival of Apple Pay in the country, which many observers predict will happen this year—though the tech giant has not announced a timetable for expanding into Europe.
